What is the EXACT word-for-word error message?
I am not sure of exactly what it says as that is on my other computer but
it is something like - you already have a lr5 program open so you have to
open a new folder. and I can't get to any of what I have done before

You're probably receiving the message that the catalog is in use by another program. This can happen if Lightroom shuts down abnormally. With your system browser, navigate to the folder containing your catalog and look for a file with the extension .lock. It will have the same filename as your catalog. If you find such a file you need to delete it and then Lightroom should start normally.
So can I get my Pictures back that I have Already edited and re- export

Nothing has happened to your images. This is a file related to the catalog. Your images are not "in" the catalog. The catalog simply points to the images wherever they are on your hard drive. After you delete the file I instructed you to delete, Lightroom should open and everything that you have done using Lightroom should still be in place.

okay Error message is as follows - pop up window has confirm on the top of
