'download' button appears and then disappears on Mac

Mac OX 10.8.5

Safari 6.2

Firefox 35.0

and PARALLELS 10.1.2

I have uninstalled adobe flash player from both Safari and Firefox. Parallels is not running.

The flash player install shows the download now button momentarily but then says the firewall should allow plugins. I've turned off the firewall but the problem remains. Any help?
