Why does ADE think I have no right to copy a book I downloaded from the library?

The whole process has been so absurdly difficult, it's no wonder the librarians don't know how to help patrons!

I've gotten to the point where my book appears in a Adobe Digital Editions window, but then it won't let me copy it to my eReader. I downloaded the book after signing in with my Adobe ID. Here's the dialog:

I'm in Windows 7 and using the OverDrive library through my county library. If anyone knows why I'm stuck, I'm all eyes. Thanks!
