Flash not working on Windows 8.1

My flash player is not working on windows 8.1 (64g) with internet explorer. I have troubleshooted several times, and active x filtering is not checked off in the safety tab under settings and under manage add-ons shockwave flash is enabled. These are the only things that I can do to get it enabled according to the adobe website. What else can I do to make flash work on windows 8 in internet explorer?

First, confirm that ActiveX Filtering is configured to allow Flash content:

Internet Explorer 11 introduces a number of changes both to how the browser identifies itself to remote web servers, and to how it processes JavaScript intended to target behaviors specific to Internet Explorer. Unfortunately, this means that content on some sites will be broken until the content provider changes their site to conform to the new development approach required by modern versions of IE.

You can try to work around these issues by using Compatibility View:

If that is too inconvenient, using Google Chrome may be a preferable alternative.
