So, if my users (internal or external) don't have HHActiveX.DLL already installed on their OS, how do I distribute it to them
? I'm already sending them a CHM file that is supposed to operate a stand-alone help file, but I want them to also be able to use the glossary and browse sequences.

You'd have to include it with the CHM file being installed. Your developers can include it as one of the file to install (e.g. the CHM and the HHACTIVEX.DLL files) in their installation file.
