How to open context sensitive topic in full help window

Our Web application has tips for the user that include links to individual help topics. Currently, when the user clicks a link, the topic opens in a browser window, but the TOC is not displayed, only the Show/Hide link. We would prefer to have the entire help window displayed, including the TOC (synchronized). The Help opens just fine if the user selects it from the menu or the main help button.

Is there any way to give users the full help window, with TOC, nav bar etc., no matter which topic is first displayed? I'm using RoboHelp 6 and have searched the online help for information but couldn't find an answer.
