I have problems just downloading the Flash Player to a Win7 Home Prem laptop with IE 11

Ihave tried multiple times to download the Adobe Flashplayer to this laptop.  The laptop is running a Win7 Home Premium OS with IE 11.  When I go to the download page, I naturally get the notice asking if I want to install the flashplayer16x32ax_ ... from aihdownload.adobe.com?  I select the save and run option.  As it starts the download, I get the gray Adobe flashplayer installer screen with no progress shown.  The Task Manager shows the process running.  However, the services do not appear to be running - even after going in and manually starting them.
