Why does Chrome say Flash good, but Safari say out of date?

On my Macbook Pro (Yosemite 10.10.2) why does Flash Player work with Chrome but Safari says out of date? 

More importantly trying to update Flash player download gets stuck at 30% and my fans start going crazy and system over heating. Why?
