What version of Premiere Elements and on what computer operating system is it running? Before the Windows Updates, were you working with
an optimized computer?
Could you give us the exact wording of the error message that you receive related to run time.exe?
You say that you get this message when trying to open "either editor". To what editor, besides Premiere Elements Editor, are you referring?
Photoshop Elements? Can you open the Elements Organizer associated with these programs?
Please consider, and then supply us with more information to help us help you.

I have Photoshop Elements 10.0
I have no idea what an optimized computer means.
When I say 'either editor' I mean I can't use the Full or Quick editor,
they both produce the same message stream.
Box pops up that is Microsoft Visual C ++ Runtime Library with the

If I click the OK button then I get an Adobe Photoshop Elements 10 box that
pops up which says
"Elements 10 has stopped working"
I have no problem downloading images into the program or renaming files or
pulling images back out I just can't edit.

You are not using Premiere Elements at all. Your program is Photoshop Elements 10. That is your "Adobe Elements" in your thread title.
