From your screenshot, the content provider (Forbes.com) is the one displaying the pop-ups prompting you to install Flash Player to view Flash content on their site. Normally one would install Flash Player, however, your screenshot appears to be from a mobile device and Flash Player is not supported on mobile (Android, Blackberry, iOS, WinMobile) devices.  Aside from contacting the content developer (Forbes.com), I'm not aware of a way to stop this on mobile devices.
