CS4 Premium indesign work or reinstall

I have CS4 Design Premium.  Went to use InDesign and it wouldn't open.  So I tried reinstalling it.  It won't reinstal.  I unistalled it and it still won't install.  Says instal is initializing but that's as far as it goes

rename OOBE Folder to OOBE.old.

to find OOBE:

64 bit OS: Program Files x86\Common Files\Adobe\OOBE

32 bit OS: Program Files \Common Files\Adobe\OOBE

I cannot find the OOBE file in the path that is given

you may need to expose hidden files,

1. Access the Control Panel. ...
2. Type "folder" into the search bar and select Show hidden files and folders.
3. Then, click on the View tab at the top of the window.
4. Under Advanced Settings, locate "Hidden files and folders." ...
5. Click on OK.
6. Hidden files will now be shown when performing searches in Windows Explorer.

Still no OOBE files to be found

then just clean your computer and retry, Use the CC Cleaner Tool to solve installation problems | CC, CS3-CS6

I'm a little reluctant to do that because Illustrator, Photoshop and the rest of Adobe is working fine.  Seems the only issue is with In Design.  If I uninstall the whole thing and then I can't reinstall any of it--then I'm completely out of luck.

I have windows 8--the link only contained windows 7 instructions  and I couldn't find cache after I opened version 6, en_US
