What version of Premiere Elements and on what computer operating system is it running?
What is AWS? Does this refer to Amazon Web Services? If so, have you contacted Amazon AWS Support about this matter?

Yes,AWS is Amazon Web Service and this is a result of access from my computer to static.photoshop.com.
I have checked up static.photoshop.com hosting on Amazon CloudFront.

I am not sure if the following will get us any closer or further apart on what you seek, but consider the following related to the computer's hosts file and static.photoshop.com.
This may work whether Premiere Elements or Photoshop Elements was involved.

But this is only configuration from OS or Network side.
Resolution that I think is to change middleware configuration ( here Adobe products).
