Can someone please help?

So, when I go to the Control Panel there's an Icon of Flash Player saying "Flash Player (32 bits)". On this computer I only have IE, and I can't install any other browser. I tried to go on a website that required Flash Player, but it comes with the message "no flash player installed". I searched and couldn't access most websites, including this one (I'm on another computer). I verifies ActiveX, JavaScript, I did everything I saw in the answers I came across with, I rebooted everything a dozen times, and still I don't see Adobe Flash Player on my "Manage Add-ons" box. I'm going crazy and I have no idea what's happening with the computer, since it was fine a few weeks ago.
Please, I need some help, this is driving me insane.

If it says you do not have Flash Player installed, go to the bottom where it says, "Still having problems?" and click on the link for Internet Explorer,
