When I download the Flash Player update, and double click on it in the download file, I get the message, "Safari can't open the file because the folder has moved? What does that mean?

When I download the Flash Player update, and then click on it in the download file, I get the message, "Safari cannot open this file because the folder has moved"  What does that mean?  How can I update?
