Flash Player Test says I don't have IE running on Win 8 which I do. I can't get any farther trying to download Flash Player.

Have Windows 8.1 & IE 11. Would get msg when trying to stream that need to download/update Flash Player, which I already had.. Later, couldn't view videos. Flash Player Test says I don't have IE running on Win 8. I uninstalled FP and deleted FP files. Same Test msg. I want to reinstall Flash Player and have it work. ?????
