TOC Folders Don't Expand in Firefox 2.0

I've search the forum, but can't find an identical topic. My TOC contains several parent (parallel) folders. There isn't one parent folder for all folders:

Overview
For Marketers
For Administrators
...

When I launch my WebHelp in Firefox 2.0, Firefox requires that I expand (click on) the first folder/book before I can expand any other parent folders in the TOC. This behavior doesn't exist with IE. If I put all folders in one parent folder, I can't expand the parent folder at all in Firefox. My start page is in the Overview folder, the first parent folder.
