Opening Secondary Browser instead of Secondary Tab for Links IE7

I am wondering if there is any way to tell IE7 to open another browser rather than a new tab when I link a topic with Open In New Window hyperlink? I have numerous reference topics that are too big for popups but are not task paths I want to drive the customer down in the help system.
