Click on the following Adobe link. Go down to the bottom where it says, "Still having problems?". Click on the link for Internet Explorer.

Do you have any anti-virus running which might be blocking Flash Player installation on your system. If yes , Please turn it off. Also before offline installation always clean up your system using Flash Player uninstaller - Uninstall Flash Player | Windows
