Apache: direct link to externally stored files

I have added an external hard drive to our FMS/Apache server and mapped the hard drive so that those files can be streamed from there. All of the files stored on this external hard drive stream via rtmp and http with no problems. My question is this: what changes need to be made to Apache so that these files be accessed via a direct link so that they can be downloaded by our users? For example, we can provide direct links for the files stored in the webroot/vod folder at: http://ipaddress/hls-vod/movie.mov

     The files stored in the external folder can be streamed/played from http://ipaddress/hls-vod2/movie.mov.m3u8 or rtmp://ipaddress/vod/mp4:movie.mov, but http://ipaddress/hls-vod2/movie.mov cannot be accessed directly by our users (it does not work as a direct link to the file). I would like to make all of the files stored in our external vod2 folder downloadable by having direct http links to all of them.
