Can anyone advise if the uninstaller for Flash can be used to install any version of Flash Player. Looking to upgrade various installs to the newest version.

Yes, the uninstaller will remove all versions of Flash Player. New versions are posted with each release at:

• Uninstall Flash Player | Mac OS‌
• Uninstall Flash Player | Windows‌

You'll want to ensure that you're using the latest version.

Thank you.  Is there a site to gain access to the full/complete install of the new Flash Player?  The idea is to upgrade all older versions to the new one.

You'll need to license Flash Player for distribution and then you'll receive an email with the URLs to download the full installers.

Please see Adobe Flash Player Distribution | Adobe for information on obtaining the license.  The Flash Player Admin Guide contains information on installing Flash Player, and features related to security, privacy, use of disk space, etc.

Note that when applying for a distribution license, you have to use a "real" email address, not a throwaway address like Gmail, Yahoo, Hotmail, etc.
