Previous Next button in WebHelp

When I customize a skin, the preview shows the Previous and Next button in the navigation bar. But when I publish to generate the WebHelp, Previous and Next button do not appear. However, the hide/close button appears in the naviagtion bar. Infact, on using any other skin or default skin, I encounter the same problem.

They don't appear or they are greyed out?

They are only enabled if the topic displayed is part of a browse sequence.

The case is that they just do not appear. I understand that they are greyed out if not part of the sequence. However in this case they do not appear. Only the close/Hide button appears and functions well.

Did you tick the Browse Sequence option on generating the help?

If that is not it, can someone else pick this up. Going out for several hours.

The browse sequence option is not selected. Rather this option is disabled when I generate the WebHelp.
