I'm not speaking for Adobe here, but I'd say it's definitely on their radar. Who knows, perhaps we will see it in RoboHelp 8? I have nothing to base that on other than simple idle speculation. I have no clue if it's planned or not. But if you would like to add your voice to those that would like to see it, try completing the Wish Form. You may do so by clicking here and completing the form you should find there.
If you are interested in simply delivering WebHelp or FlashHelp output as a single distributable file and not linked to an application, shoot an indication back. You may be interested in a compiler that pulls in WebHelp/FlashHelp and spits out a .EXE file that will work on PCs.
