No. I'm trying to see if I'll need DW licenses and BC licenses.

What your asking is the same thing and I think you may misunderstand.

DW Licence has nothing to do with BC.

BC is a CMS/web system... By default you get 3 admin users and 10 emails on the higher packages.. You can add more as the member of staff pointed out. You could have 10 admin users on a BC site.

IF you have the roles setup in BC to allow FTP access for each one of those users then those 10 different admin users can FTP through DW or any other application with SFTP support.

It is not directly linked to DW in that way.
