installing Flash Player with Windows 10

I have just installed Windows 10.  I am using IE 11 as Norton 360 does not support Edge.  Flash player is not installed and is not present in the Add-ons list.  Whenever, I try to install Flash, I am sent to the windows 10 page - enable the add-on which I cannot do as it's not there!

On another machine running Windows 7 I downloaded the Flash Payer installation file, transferred it to this machine and tried to install it - unable to install as not enough permissions !  Followed the instructions in the permissions errors text to download the Microsoft SubinACL and reset_fp.bat but still cannot install Flash !!!

In windows 10 Flash for IE or Edge is managed through Windows updates!

For example:

Security Update for Internet Explorer Flash Player for Windows 10 for x64-based Systems (KB3087916)

That is what mines says, and it is up to date.
