how can I change the appearance of the "upload file" button in a webapp and also its message?

I have different webapps for users to submit traffic incidents.

I tried to change the "Select file" button with CSS but no results.

Can anybody lead me how to change the button and also its message?

You can't style it for browser security reasons, you have to overlay something over the top of it to fake it. Take a look at this link:
