Honestly, you're way better off looking for a really small form-factor PC to attach to the TV via HDMI or something. You can get them for $150-250 in the US.
I wasn't very close to the effort to port Flash to TV hardware, but it ended several years ago, and was pretty limited by the hardware they were targeting. The hardware itself is closer to really low-end smartphone than PC hardware (and we're talking about the time the TV was manufactured -- modern phones are worlds better on the hardware front), and one of the big reasons that we exited the phone space was the same for TVs. You really need a mouse and keyboard to interact with the majority existing Flash content. Unless you're designing content explicitly for the right input type, (e.g. touch-screens, keypads, etc.,), the experience isn't going to be great or even necessarily usable. There's no good way to shoehorn a mouse and keyboard game into a touchscreen only scenario. Similarly, you're going to be even more displeased with just a TV remote to work with. At the point that you start designing things explicitly *for* the TV, you might as well just install them as applications.
A little PC with a bluetooth mouse/trackball/touchpad and keyboard is going to be a whole lot more pleasant to deal with, and will give you a reasonable amount of speed and flexibility, and a good web browser.
