You did not mention if you are mac or pc. Both systems are similar though, and you either need to do what the message says and select a printer, or you may have a corrupt definition and best to go to the manufactures website and download that current installer which will update your .ppd.
On Mac sure you have a printer selected in system preferences >> print and scan.
If you are still having trouble I would reset your photoshop preferences.
You don't say if you are on a Mac or a Windows machine, but I have encounter something similar on a Mac. It was resolved by deleting the printer in System Preferences, and then recreating it.

Having the same issue on mac book pro with Photoshop CC that I just installed. I tried what you suggested -shift,option,command at startup and it allowed me to send to the printer -but I got a failed 'filter' error after my printer sounded like it was about to print. I also have to do the 3 button hold at every startup to allow me to select Print. I can print from Lightroom no problem and I was able to print one time in Photoshop CC while using trial.
Seems like I have to contact Adobe and let them get into my computer to fix this? This seems like a very common issue and only with newer versions of Photoshop..
Can you post a screenshot of "failed filter "or let us know if that is coming for Adobe Illustrator, or from you print driver.
Since you said you can send now sounds like you have a 2 layered problem, and you can print now, but your print driver is sending you an error window.
Try quitting all your apps, or even better restart, and boot illustrate and send again. I get those e stage print errors sometimes on complex files ro when my Ram has been compromised by something like a Microsoft product. Adobe writes their code and tests to work with their app well, but they cannot test adjacent every single other app borrowing resources, and missing them as Microsoft often does or some 3rd party app.
Same thing. It's frustrating, new computer, printer, software...and so many complaints about this same issue.
Have you checked with Epson for updated driver software? (they had to update a bunch of drivers for MacOS 10.10)
Delete your printer driver
Apple >> System Preferences >> Printers & Scanners
Select your printer and hit the minus button bottom left
Download Epson Artisan 1430, Drivers & Downloads - Technical Support - Epson America, Inc. as per Chris
That install will either create a new printer icon for you, or you will use the plus sign to make one. B tu ultras you will have the least ppd/driver and your problem should go away.
Ok, I deleted then installed the updated driver 9.31 which now shows in my system preferences/printers and I set it as my default printer. Photoshop is still not letting me print, not even send it to print anymore. Hmm...
