Flash Player is a free product.  There is no charge for it.  What is the exact name of the App you downloaded/installed and where did you download it from?

Yeah, you got tricked by a malicious third party.  If you gave them your credit card, it would be a good idea to contact your bank.  They should be able to reverse the charge, and more importantly, cancel the card before you're out more than just the $9.99.

As a general rule, please always download software directly from the manufacturer's website.  For Flash Player, you can always pick up a copy at http://get.adobe.com/flashplayer
