Since downloading to Windows 10 I have been unable to transfer my ebooks from ADE to my Kobo ereader

Try this: Right Click on the Icon of Digital Edition and choose Option run as Admin. Then try if can transfer the eBooks.

This has not worked.
I have tried re-setting password, re-authorising ADE but nothing seems to be working.
What happens exactly? Get you a error message?
I get this message:
CE_COPY_NOT_ALLOWED-No permission to copy the book.
Has you Digital Edition and your Reader authorize with the same adobe ID?
Yes both Adobe ID's and passwords are the same.
Same Problem with Sample File: Sample eBook Library | Adobe Digital Editions?
No one of those copied over ok
Has work or not?
Yes a book copied from Sample to Ereader
Have you check if the eBook has the permissions to copy to a other place?
Tried to copy to another bookshelf but copy has been denied
Check by the Downloadplace the permissions of the eBook (Library or Reseller). Same eBooks have no permissions to copy.
