Ok, just to clarify a bit: audio is captured only as Left audio channel -or- audio is captured as both Left and Right, but the Right channel isn't showing?
Basically, is it the camera at fault (mic) or is it the actual imported file?
If you only capture 1 channel (Left) that's not Mono technically (mono is only 1 channel) - but if your camera can capture L/R channel aka Stereo (not all do) then either the mic or camera is faulty (or possibly the importing is failing for whatever reason).
If you can only capture 1 channel, and want Stereo, the best you can do is double up the 1 channel (it's not truly stereo, but sound will come from L/R when played back); here's a link to a Google search for Converting Mono to Stereo.
What version of Premiere Elements are you using? And, what computer operating system is involved?
I'm using elements 12 Mac version on an iMac running Yosemite. I did get
the problem solved with the audio fill from opposite channel effect. The
only thing was that I expected to see the audio waveform copied into the
opposite channel in the timeline, which it didn't. However it does now play
on both channels, which is the important thing. I have the moviepix.com
guide to Premiere Elements 12 which had no listing for the subject in the
table of contents or in the index, but once the fill from effect was
mentioned in response to my query I found it in the index of that guide as
well. Thanks for your kind help.

I was not sure if you were sure of the location of the audio effects in your particular version of Premiere Elements. So, I posted to make sure you were OK in that regard.
In Premiere Elements after application of Fill Left or Fill Right, I have not seen waveform change in the Preview Window nor in the waveform represented in the Timeline track file. I have seen this same type of report for Premiere Pro as well for these effects. Deletion of the original pek file from conforming of the audio did not change that situation for me.
