Using El-Capitan, latest revision. I've tried different output locations but it's the rendering that's taking the time, the disk writing is fast.
I've noticed the same yesterday. It is extremely slow and also uses an excess of CPU time.
I'm running OSX Mavericks 10.9.5. I'm using a 2012 Mac Pro with 6 core 3.33 GHz CPU. LR also uses a large amount of CPU time in many other places.

Restart your machine and check for the issue.
Let me know if this helps.
I checked the permissions and they were already set, but i reset them just incase. I rebooted ad it is sill the same. It take 4 minutes toexport 28 Jpgs.
I am having a similar issue. Check your file size on import. LR will not resize my images. I have rebooted three times, restarted LR three times and when I try to export and resize, the calculations are not working. For example, I am trying to export images as 3 inches on the short side at 300ppi. It lets me type it in but when I click pixels instead, it says that 3 inches equals almost 3,000pixel...the size of my original image.
I had entered quality of 80 and 3 inches on the short side at 300ppi..it was taking forever so I clicked on one of the images in the destination folder and they are being exported full size.....
I need to deliver images to a client and this has me stuck.
This happened before and after the update to LR CC
so I have found my problem and I am dumb. Somehow LR has switched my default of pixels per inch to pixels per cm...fixed
