Flash Player plugin works in the browser and will not open a swf file by itself.  To open a swf file you need the Flash Player projector.  Flash Player projector is posted at Adobe Flash Player - Debug Downloads.  Download the appropriate file for the OS version you have.  Unless you are a developer I recommend downloading the non-content debugger version.
