But, meantime, make sure you note what operating system you're using and if you've ensured that it is fully updated.
Operating System is Windows 10 but this should be no Problem as PSE still worked some hours ago.
BTW I thought I was at the right place here, as I was guided by the ADOBE Homepage. But I'll have another try.
Good idea taking advantage of the specialized expertise in the Adobe Photoshop Elements Forum for your Photoshop Elements 14 issue.
Thought - have you tried deleting the Photoshop Elements setting file....Windows, at the Welcome Screen, as you hold down Ctrl+Alt+Shift, click and hold click on "Photo Editor" for about 15 seconds...watch for the pop of "Delete the Adobe Photoshop Elements Settings File" and click Yes to the message.

Another Information: I updated to Office 2016 shortly and noticed problems with Excel, too. Now I "returned" to the older Version. Office's working fine, and so does Photoshop Elements 14 ????????!!!!!!!!!

I went online to see if any other reports of Office 2016 and computer unexplained happenings.
Not sure if there is a ready explanation in any of that for your observation. But, needed to be watched for moving forward.
