What version of Premiere Elements, what computer operating system?
What are you exact details for your export settings?
In what way does the mp4 exports not work for you
a. errors out, never completes export
b. no video in export and/or no sound in export
Are you saying that, if you took the same Timeline content in the same project, you could successfully export that Timeline to m2t or mpeg but not a file with a mp4 file extension?
Do you have the latest version of QuickTime installed on your computer, and are you running the programs as administrator?
What is your video card/graphics card? One or two cards?
Please consider, and gives these basic details to get us started with the troubleshooting strategy.

um, i've been setting it for anything 1920 x 1080. before when i did videos on my old laptop, i set it to HD 720 30 or 25 i think...

Right now, can I assume that you are exporting your Timeline content using
with Presets = MP4 H.264 1920 x 1080p30 or one of the other MP4 choices among the AVCHD presets?
If so, try for the mp4 export using
Mobile Phones and Players
Apple iPod, iPad and iPhone
Apple TV, iPad, phone 4 - 1080p29.97
Can you get a H.264.mp4 export from that route?
Add On...the QuickTime install should be for version 7.7.6. What version of QuickTime do you have installed on your Windows 10 64 bit?
yes! exporting it for the apple products did get me an mp4, somehow.
my quicktime verison is 7.7.8

Just a look back question....when you use one of the MP4 presets under Publish+Share/Computer/AVCHD.......is your Save In location any different than when you can successfully export with one of the M2T presets there?
Please remind me, how are the MP4 exports in that route failing? Is there a specific error message associated with these MP4 export failures there.
