How to download flash player on a computer with no internet?

I have a computer with no internet/wifi. Is there a way to download it onto a usb drive (or something comparable,) and then upload it onto the offline computer?

Adobe Flash Player Distribution | Adobe‌ is not the correct page to download the offline installer from.  In addition this distribution page is being decommissioned within the next month or two (as noted at the top of the page).

The offline installer is posted at the bottom of the the following tech notes, in the 'Still having problems' section:
