Can a Coldfusion 9 license still be purchased?  If yes, how?

Not that I am aware of, the product version has reached End Of Life: Adobe products and technical support periods covered under the new Lifecycle Policy  so in addition to not being for sale, it is also no longer supported by Adobe.

You would need to purchase CF11 volume license, and request for downgrade to CF9.
