You may try uninstalling Adobe Creative Cloud app once.
Run CC Uninstaller and remove Adobe Creative Cloud.
Then download and install Creative Cloud setup and run the same,
Once the installation process is completed , check the version .
Regarding Creative Cloud app crash issue , are you getting any specific error message when the App crashes? Let us know .
Apple insider has a report that the most recent upgrade of CC is flawed and deletes some files. Adobe is now preventing this version, 220.127.116.11, from being downloaded until fixed. Consider yourself lucky!!!!!
Not so lucky really. For some reason, every version of CC Desktop since last December has been crashing CONSTANTLY on my computer. Meaning NOTHING works anymore. My husband and I have spent the last two days trying to fix it. When I saw there was a new version, I was hopeful the problem had been fixed since nothing else worked. I can't even reinstall my old CS3 to be able to at least use an old version of Photoshop. Ugh.
It will be helpful , if you provide more details mentioned below , in order to identify the issue exactly and to administer troubleshooting approach accordingly :
Windows or Mac? ( Also mention version like Windows 7 or 10 .. Mac OS X 1010 or 10.11 ?? )
Mention exact error message if you are getting one during the App crash , if possible , post screenshot of error.
What exactly happening when you try to install Photoshop CS 3 ?
Adobe Creative Cloud app crash typically happens due to different reasons like folder permissions issue , Application files corruption under Libraries as well as main folder. User account specific issues, conflicting process or other apps....etc
If you are using Mac OS comp:
Does the cloud icon appears on menu bar and disappears within seconds?

BTW, the new version of CC Desktop is now available - mine just auto-upgraded to 18.104.22.168. Still crashes, though.
