It appears you want to license Flash Player for distribution within your organization.  If so, please apply for a license at http://www.adobe.com/products/players/flash-player-distribution.html‌.  For most use cases licensing Flash Player for distribution within an organization is free.  The license is available at http://www.adobe.com/products/clients/all_dist_agreement.html‌.
