We recently upgraded our old RoboHelp X5 to 7, solely for the purpose of creating a classic chm file for our software. We already constructed the manual and graphics, with TOC and index, in Word and InDesign.

What is the easiest way, either RoboHelp for HTML or RoboHelp for Word, to simply create output chm file?

Well I'd use RH for HTML. You can still produce a printed manual and your CHM file in one fell swoop via the Batch Generate function.
