I'm assuming that you are setting the country field to Ukraine? We have been unable to reproduce your issue.

The licensing team informs me this issue is now fixed. Please apply for a license again. You should receive an email from noreply@adobe.com within 48 hours of submitting the application. Please ensure spam filters do not block email from noreply@adobe.com.

But I did not receive any feedback.

I will follow-up with the licensing team and request they resend the email. As noted previously, the email comes from noreply@adobe.com and has a PDF attachment. Please ensure your SPAM filters allow the email to be delivered.
