Is the embedded version for IE and Edge in windows 10 supposed to be one release behind the player for all other browsers??

That is handled by Microsoft, Adobe does not have anything to do with releasing, when it will be released, or if it will be released in Windows 10.

You might want to speak to Microsoft about that piece, I generally know that they follow the Adobe releases. It is possible that Adobe provides Microsoft with version updates, but it is  not up to Adobe to push those to your  machine.

Below is a screenshot of the About flash player page which tells the most current versions available. On the right is an app I made to detect which versions I have installed on my machine. The two correspond exactly in this case.
