Lisence transfer of Flash Builder 4.7

Once I deactivate license from old lap top, then I tried to activate new one. But it failed with the message the license key is already registered. How do I move it from old lap top to new one?

Moving to Installing and activating Flash Builder‌

The license was permanent one, not creative cloud. Then restarting Flash Builder next day, license requirement dialog appeared, and success to register.
