Have you tried packaging the file and checked the PDF created there?
Have you tried printing the document?

followed Peter's link and saw comments about having native files instead of smaller format saving. i have had native ai files in an indesign file export fine. changed all images jpgs. still would not export
tried packaging the document. packing failed when including the PDF, but went fine when de-clicked include PDF.
tried to print. as I am on a limited printing allowance, I printed 1 page from the document and it printed fine.
started chunking the file by section, first 5 sections exported fine on their own. found the villain of this piece. a pdf scan of an a document. I am looking into what caused it to be an issue, as there a second pdf in the document and it doesn't cause exporting to fail. but this has definitely been a learning experience.
