Having to authorize computer for each Windows domain user account

We are trying to authorize 5 computers on our Windows domain. Each computer is prompting ADE authorization when a different user logs into the computer and tries to run the application. The computer has already been authorized under a user account, using the same AdobeID.

Why is it still prompting when another user tries to use the program?

Does each authorization under a user account count as separate device?

Is there way to authorize for all users?

That is a know issue of the Software. Some user need more as one adobe id for diffent users with one device. So its not possilbe to authorize the complete device only a user of the device.

Can I use the same AdobeID to authorize the computer from each domain user account, or will each of those authorizations count towards the AdobeID's device authorization limit?

That can not say exact but you can try it. If get to many activiation you can reset the activations (old activation must not make again): To reset the activation contact customer support chat https://helpx.adobe.com/contact.html?step=ADE_adobe-id-signing-in_stillNeedHelp and ask for reset of adobe ID.
