Clean install won't work, El C. FP 2.2

I migrated my OSX to a Mac Mini. Somehow it upgraded itself from Maverick to El Capitan (?). Anyway, I can't seem to install Flash Player on my Mac Mini. Tried uninstalling and clean install the latest version (2.2) but no luck. What am I overlooking?

What happens when you try to install Flash Player?  Is there an error? If so, post a screenshot. What browser are you using?

Also, there is no Flash Player version 2.2.
