I just started learning After Effects within the last few weeks. I have the most recent version of Ae. I'm having issue with the "Brush" and "Paint" tools. Everything else that I've tried to use so far works within Ae, except for these two. I have double clicked the segment that I am trying to edit and a new layer box opens in the above screen. I click on the "brush tab" and I am not even able to change the size of the brush or anything, nothing within the tool tab is clickable. Same goes for the "paint tab". Any ideas on what I may be doing wrong?
The paint tools have been falky in the last few versions and this could be just one more of those case. in any case, without specific details about your comp settings, footage used and so on nobody can tell you much more than that.

I'm not sure what you mean by computer settings...I have Windows 10. The footage is a <1 minute mp4...
you need to have one of the paint tools selected and you need to work inside the layer panel - if you have those two conditions, you are supposed to see the brush and paint panels active.
try this:
1. click on the paint tool in the tools panel
2. click twice on the layer you want to paint on
