All you need to do is download and install Adobe Creative Cloud app which is an Application Manager which will help you with the download of CC apps. Just like Apple Store or Google Play store app on your cell Phone . Once installed and Signed , it will list all available CC apps under Apps section.

Windows :

https://ccmdls.adobe.com/AdobeProducts/KCCC/1/win32/CreativeCloudSet-Up.exe

Mac :

https://ccmdls.adobe.com/AdobeProducts/KCCC/1/osx10/CreativeCloudInstaller.dmg

Reference :

Download and install Creative Cloud apps

Cloud is even easier.

Sign in to your account at www.adobe.com with your Adobe ID.

Download and install the Cloud desktop app.

Then download and install your software.
