Issue with converting 2015 CC documents to 2017 CC due to Cross-references

Hello,

I have a large book created in ID 2015 CC with many cross references.  When trying to convert to ID 2017 CC I crash when trying to update cross reference or numbering.  When I look at links and cross references, they are still looking for the old version documents.  Why do cross references not update during the conversion?
