How do I cut one page out of a PDF file and then save it to another file and then resize it to 48% and then do the same again with another page and save both of them to one page at the correct size of 48%

I have various PDF files and I wish to select one maybe two pages from each file and then resize to 48% and then save two pages to one page.

These are images only.

I have tried the free adobe DC but nothing I tried worked. When I tried cut and paste, it would resize all by itself.

So I tried the contact adobe but after about 20 minutes of going round and round in circles I gave up and I am asking here.

Is it worth buying if not user friendly? and cannot do basic things like above?@
