Does is it possible graphically customize a default component in Adobe Animate?

it is but it's usually not worth the work. ie, it's usually easier to make your own movieclip that has the same functionality as the component.

For AS3 based components - yes - by editing the component skins in the Component Assets folder.

For HTML5 canvas components - yes but not visually - using CSS.
